Have you looked into Ning?
I'm not sure if this is exactly what you're looking for, but Ning (http://www.ning.com/) allows you to quickly create a social networking/community web site. Their free option does contain ads, but if you want to remove the ads it's pretty inexpensive. Just be aware that this is a hosted service, so the content would not be running on servers that you have control over, but you can point your own domain to a Ning site (again for a small fee).
